Program/Construction Manager

Overview:

Mr. Soneja, a licensed civil engineer in the State of California, has over 20 years of professional experience in the project and construction management (PM/CM) of various public work projects such as schools, hospitals, prisons and transportation projects. He has been actively involved hands on in the company's projects in the areas of program/construction management, contract adminstration, client contact and general operations.

He has authored articles in the Construction Publications relating to change orders control and settlement methodlogy. He has also taught as a part time lecturer for the Engineering Technology Department, at the California Polytechnic , Pomona.

Mr. Soneja is an expert in independent cost analysis of contract change orders during design and construction phases of a project. He enjoys excellent reputation of settling these change orders in a fair and equitable manner to all parties thereby minimizing potential claims. Additionally, he has provided litigation support and expert witness testimony in dipositions, mediations, arbitrations and at trial.

His experience includes all phases of design and construction, from feasibility studies to project close-out, and includes conceptual/detailed estimating /scheduling, value engineering studies, project delivery recommendations, contract administration and operations review.

Currently, Mr. Soneja is providing program/construction management services to The Metropolitan Water District of Southern California (MWD) on various capital projects under the office of Asset Management. His primarly role is to assist, consult and advise on technical issues including entitlements and represent Metropolitan's interests.

    Scope of serices included cost estimation, evaluation and recommendation of the damage claims as submitted by the Wiltern Theatre property owner against the Metropolitan Transportaion Agency (MTA) for the insurance company.
  • Placentia Unified School District
    Scope of services focussed on the depositions and expert testimony during the trial for the claims filed against the the district by the general contractor for cost overruns due to change orders and time extensions.
  • Downey Municipal Court, Los angeles County
    Scope of services included analysis, quantification, evaluation and recommendation report of the contractors claim to defend County of Los Angeles.
  • Covintongton Homes Vs. HOA
    Scope of services included forensic investigations, related cost of repair and depositions to provide technicalsupport for the construction defect claims to the defendant team of attorneys.
  • Veteran's Home of Southern california, Chula Vista, CA
    Scope of services included analysis and technical support to the CM for various claims submitted by the general contractor against the State of California for change orders and related time extensions.
